How much iCloud storage do you have available and is it full? Once you have answered that you have a lot of storage space, are you connected to WiFi or cellular when you try to charge them? Check the cellular settings to make sure you can charge on the cell phone if you want. Also check that the Photos app settings are set to upload to iCloud:

Why aren’t my photos uploading to iCloud?

I just turned on iCloud Photo Library and my photos are not showing up. How can i fix this?

Step 1: Verify that you have set up iCloud with the same Apple ID on both devices

  • Mac: System Preferences> iCloud
  • iPhone: Settings> iCloud

If they are different, sign out of iCloud on your iPhone and sign in with the Apple ID used on your Mac.

If / when they are the same, check that you have enough iCloud storage:

  • Open Photos on your Mac
  • Open the “Photos” view
  • Check the space used by your images via CMD + I (⌘ + I)

If what you’re trying to load doesn’t fit, you’ll need to purchase additional storage:

  • Open “System Preferences”
  • Click on “iCloud”
  • Click on “Manage”
  • Click “Change Storage Plan” and choose a suitable plan
  • If you have enough storage space, continue to the next step.

Step 2: Access iCloud.com through a web browser and sign in with the Apple ID that you used for your iCloud Photo Library

  • Click “Photos” and verify that you can view the images on your Mac.
  • If you don’t see any images on iCloud.com, then you know that uploading from your Mac and iPhone hasn’t even started.
  • This is where the answer from the other Quora members might fit in: this can only happen over Wi-Fi
  • If you have access to Wi-Fi, proceed to the next step.
  • If you see all 2500 images stored on your computer, then the problem is related to your iPhone.
  • If you connected your iPhone via Wi-Fi and still can’t get the pictures, please do the following:
  1. Open settings“
  2. Tap iCloud
  3. Sign out of your iCloud account
  4. Shut down and restart your iPhone
  5. Go back to your iCloud account
  6. Reactivate iCloud Photo Library
  • If it still doesn’t work, I suggest you visit an Apple Store.
  • If you see all 5 images stored on your iPhone, then you know that the problem is linked to your Mac, so proceed to the next step.

Step 3: Verify that the 2500 images you want to sync are stored in the System Photo Library:

  1. Launch Photos
  2. Access your preferences (⌘,)
  3. In the “General” section, verify that “Use as system library” is grayed out.

If it’s not gray, your pictures won’t sync to iCloud Photo Library, so click “Use as System Photo Library.”

If it is gray, continue to the next step.

Step 4: Verify that charging has not accidentally stopped.

Open the “iCloud” section of Photos preferences:
It should say “Updated right now” and you should be able to click a button called “Pause for a day.” Leave this button alone (aka don’t click it).

If it has stopped, you must wait; otherwise, proceed to the next step.

Step 5: if the upload is not yet complete:

  1. Sign out of iCloud on your Mac
  2. Shut down and restart your Mac
  3. Log back into iCloud with your Apple ID
  4. Reactivate iCloud Photo Library on your Mac

If you are still having trouble, I suggest you visit an Apple store.
